Overview

Welcome to the registration site for the 2019 SMART 3.0 & Performance Training! This technical assistance initiative supports the U.S. Department of Labor (DOL)/Employment and Training Administration's (ETA's) continuous quality improvement efforts to provide training to assist grantees in measuring key grant management and performance indicators that will improve the effectiveness of their program operations.

This training will provide policy and regulatory guidance to grantees and their staff on the OMB Uniform Administrative Guide, Cost Principles, and Audit Requirements. The training will also provide the requirements for monitoring and gauging compliance, as well as DOL-specific expectations and requirements for grantees relative to the Workforce Innovation and Opportunity Act (WIOA) performance accountability.

Within one meeting space, you will be able to participate in one of two concurrent training tracks:

  1. SMART 3.0 Training: Provides active Federal Award recipients of ETA grant funds with helpful strategies in navigating the administration of their grants around four central themes weaved throughout the OMB Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards also known as the Uniform Guidance (2 CFR Part 200 and 2 CFR Part 2900): monitoring, accountability, risk mitigation, and transparency.
  2. Performance Training: Addresses performance accountability topics specific to WIOA Title I and Title III State grantees, such as national and state-specific performance data, measurable skill gains statistical adjustment model, data validation and PIRL data element collection and submission issues.

Pre-event registration opens at 3:00 pm CT on Tuesday, May 28, 2019, and opens again at 7:30 am CT on Wednesday, May 29, 2019. Opening sessions begin promptly at 9:00 am CT on Wednesday, May 29, 2019, and the training concludes at 1:00 pm CT on Friday, May 31, 2019.

Travel Arrangements

Attendees are responsible for booking and paying for their own travel, hotel accommodations, and meals/incidentals. Please be advised that the Hilton Anatole’s room block closed on Sunday, April 28.

For your convenience, an overflow room block has been secured at the Doubletree by Hilton Hotel Dallas Market Center, 2015 Market Center Blvd., Dallas, TX 75207, at the Federal per diem rate of $149/night plus tax and applicable fees. This property is one block south of the Hilton Anatole Atrium entrance on Market Center Blvd. While it is a short walk, a complimentary shuttle will be available to transport attendees to/from the Hilton Anatole at the start and end of each day as well as pre-registration on May 28. Guest rooms are available on a first-come basis through Thursday, May 16, 2019, or until the room block is sold out, whichever comes first.
